　 　A. 主语是a surge 并非 sales ，谓语应该用单数has，故可排除A;there is a  多余，使finally错误地修饰recovery，finally应该修饰under way而不是recovery，是“复苏终于开始”而不是“终于复苏”;

　　B. For there being的表达不简洁;raised时态错，under  way的意为“已经开始并进行或正在进行中”，raised表示已经完成;

　　C. Had时态错，句中没有强调“过去的过去”，而且raise还在持续;being多余;

　　D. Correct;

　　E. raised ;finally(副词)修饰under  way(介词词组)，看似符合逻辑语义，但是并不符合英语语法中“副词修饰介词词组”的用法规定和使用习惯。
