　　本题涉及政府投资，一直以来都是雅思写作的热点话题，政府投资类主要涉及教育等民生问题。平时如果积累相关的素材，难度并不是太大。

　　本题为双边讨论类题目，考生们在写作时可以把双方的观点和自己的观点组成一篇逻辑正确的文章。

　　题目思路：

　　The government should take the responsibility of health care and education.

　　大部分民众没有足够的收入(sufficient income)来支付医疗和教育费用，只有政府投资他们才有机会(have access to)获得教育和医疗资源。此外,为社会培养大批的(cultivate large numbers of)人才能够提高全社会成员的教育水平(increase the level of education in the general population)。那些高学历的人才(those highly educated talents)可以运用自己的知识和技能更好地为社会服务(make contributions to the society)。

　　It is not governments' responsibility to pay for education and medical care.

　　在医疗和教育方面，大量资金是必不可少的(a large sum of capital is indispensable)。如果全部由政府支付，可能给政府的财政造成很大压力(have a financial burden on the government)。一旦学校和医院过度依赖政府资金(overly rely on )，会造成的不良结果。例如：可能面对运营困难(be faced with difficulties in operation)。在很多国家，收费的私立学校往往比免费的公立学校提供更好的教育质量。相似地，由于政府资金有限，不可能提供充足的资金(sufficient funds)给医疗，这***终阻碍医疗进步。因此，人们不会得到更好的教育和医疗服务。
