  Many conpanies provide important products and services but at the same time cause environment damages. Some people believe the best way to prevent these companies from damaging the environment for the government is to require more penalties from them, such as higher tax and larger fine. Others believe that there are better ways to deal with this problem. Which opinion do you agree to and why?

  阅读:认为政府应该取消投资。

  1.Investing in arts并不属于政府的义务,政府没有必要把钱花在这一方面;

  2.如果art industry由政府来投入,那么就会导致艺术工作和作品受地方政府的审查,如果这样,那么政府的审查会出现偏向性(preference),因为政府只会支持符合自己的political preference的艺术作品;

  3.就美国而言,实际上其艺术娱乐产业(industry of art and entertainmet) 已经很成功了,自身收益非常丰厚,没有必要让政府去资助。

  听力:反驳阅读

  1. 给公众提供娱乐服务和产业是政府的义务,而且美国政府每年实际上都要花费 two billion dollars在公园建设上,公众也是很支持的;

  2. 政府political taste偏向性是不存在,不会有这种情况,实际上,一般情况下,审查者更多的会关注作品的质量,而不是政治立场political position;

  3. 美国艺术和娱乐产业的成功,比如好莱坞(Hollywood)的成功是因为喜爱这些艺术的人进行了投资和消费;但是,比如儿童文化艺术类的发展,只有儿童喜欢,可是儿童没有能力去消费和投资,对于这样的艺术娱乐,如果政府再不去资助,这个产业就凋零了,无法发展。

  题目分析解读:本题的题干看起来很长,内容很多,会令部分考生感到紧张头痛,但实际上,题目本省讨论内容很简单,环境&政府类话题,绝对词题型中的常规讨论解决问题方法。简化题目以后,可以理解成,“加大对造成环境破坏的企业的惩罚力度是不是政府解决环境问题的最好方法”。

  立场: to require more penalties并不是最好的方法,other ways are better。

  以下是笔者的思考:

  首先,政府通过对与环境有关的科技方面的投入和支持,才能真正有效地解决工业生产中造成的污染问题(to support and invest in the environment-related science and technology can be a really effective method to deal with the pollutions caused by industrial production)。企业本身并不是刻意想要去污染环境 (to pollute the environment has never been a deliberate purpose of any enterprise),但是生产过程中,由于缺乏先进的清洁的生产技术(Lack of advanced clean production technology),或者没有有效的管理和治理工业废弃物的方法(effective means of industrial waste management and treatment),这些重要的生产企业才造成了各种对于水资源、土地资源、空气等的污染。举例论证。

  其次,政府努力改变公众的出行方式也是一种有效避免工业造成污染的方法(The government's efforts to change the way the public travel is also an effective way to avoid industrial pollution)。在工业发和应用中,化石燃料造成的污染是毫无疑问的(There is no doubt about the pollution caused by fossil fuels in industrial development and application)。其中一个重要的体现就是汽车的普及,化石燃料的使用,造成的污染。所以,如果政府能鼓励和支持公众更多的去使用绿色交通,如公共交通、骑行、步行等方式(Supposing the government can encourage and financially support the public to use more green transportation, such as public transportation, cycling, walking, etc.),那么不仅燃料使用造成的污染会明显减少,而且,这一类企业也会在市场变化下进行发展的调整,减少生产中带来的污染(not only will the pollution caused by fuel use be significantly reduced, but also such enterprises will adjust their development under the changing trend of market, thus reducing the pollution brought by this kind of industry)。

  最后,政府加大对污染企业的税收和惩罚力度确实能够一定程度上缓解环境污染问题(It is true that the government can alleviate the environmental pollution problem to some extent by increasing the tax and punishment on polluters)。因为企业会在生产过程中更加注意细节和废物处理,以避免经济上的惩罚和损失。但是,这个方法发产生的效果是短期(short-term)的且浮于表面的(superfacial),因为污染及其根源始终是没有得到真正的解决(as pollutions and the root causes have never really been addressed)。只有在技术上能够做到更好地生产发展和治理(only when the technology has developed enough to initiate a better producing mode and environment treatment),以及改变人们对产品的需求(as well as people’s alternative need for products and services),才能即让企业有未来新的发展方向(can the enterprises have a brand new direction of future development ),也让环境能够从长期的根本的角度进行改善(long-term and fundamental improvement)。
